At least Normal-types sometimes get fuckdiculous stats and movepools to make up for it. Normal STAB honestly isn't that terrible as well, Return hits most things hard and Earthquake is a common coverage move that lets you hit the things that Return can't assuming they aren't named Drifblim, Mismagius, Giratina-O, or Gen- er, Oricorio Sensu

They didn't give one to Volcarona, who is equally rectally reamed by hazards, so our frost buggy is unlikely to have any such luck. Of course if Icy Bug got Volcarona's spread and Quiver Dance it might still have a shot at viability hell, just make it Sinnoh-form Volcarona and let it keep Fiery Dance for keks but >>31425828 clearly stated slow and bulky so that's right out.
