At least Normal-types sometimes get fuckdiculous stats and movepools to make up for it. Normal STAB honestly isn't that terrible as well, Return hits most things hard and Earthquake is a common coverage move that lets you hit the things that Return can'tassuming they aren't named Drifblim, Mismagius, Giratina-O, or Gen- er, Oricorio Sensu

They didn't give one to Volcarona, who is equally rectally reamed by hazards, so our frost buggy is unlikely to have any such luck.
