It's not that weak to use so you're atleast doing some damage, and if the opponent gets burned then that just makes things easier to kill especially if they're physical attackers with no team clerics

The only Tapu that's worth being physical is Tapu Bulu. Tapu Koko can OHKO easily after rock damage, 2HKO in the worst case scenario, so if you keep Fini in anyway for a slight chance of a chip damage you're a retard. Same thing with Lele, it's not really scared of Fini and even if you burn it it's still not worth it.

Tha's fucking it tho. This is literally the ONE scenario where Scald MAY be more useful if you're lucky. That's still not fucking worth it becaus the odds of it happening are so low. It's like running Wake Up Slap instead of Close Combat because the opponent may use Rest

You are forgetting that airbone Pokémon are not affected by terrains, which means they can be burned by Scald. A lot of common Pokémon in OU are airbone, such as Landorus-T, Latios, Rotom-W and most importantly Skarmory and Celesteela, which are the two threats against which a burn improves the matchup the most. And the comparison with Wake up Slap/Close Combat is pretty asinine because the power difference between Surf and Scald is only 10 BP, not fucking 50; you don't get any significant 2HKO/OHKO with Surf, and it has no side effect whatsoever.
I get that Scald is about lot more situational on Tapu Fini than other Water types, but burning airbones, other Tapus and other stuff when the terrain is not up is much better than not burning anything at all.
