That's called following a style, anon. A lot of series' do this. They take a style and stick to it.
Pokemon was actually pretty free in this regard. It used all sorts of eye styles. This is just one of them.

The early concept art shows that the original idea was much more Dragon Quest influenced than the final game. The "Dragon Quest, except modernized" character design is just a weird leftover.
