The Generations packs have nice art for the Eeveelutions. Or you can possibly consider picking up some of the older HGSS cards. They've got hints as to how to evolve Eevee in the art itself.

Get her this Eevee, she will love it. Then show her all of the Eeveelutions online. She would love the Pikachu short movie with all the Eeveelutions.

Make a hack with an Eevee as all three starters (if you're lazy) out of Fire Red with MrDollSteaks patch put it on her phone. If she likes it have her play Sacred Gold using Drastic, which gives an Eveee very quickly in the game and then get her a 3ds with recent games.
