You can simulate good bulk with more HP than defences like excadrill does. You can cheat on speed in several different ways, swift swim and clones for instance. You can cheat on offences but that's super gay.

It can be done with a solid ability to help boost some of its stats (eg Filter, Multiscale, Huge Power, Strong Jaw, Tough Claws, Speed Boost).

Throw in access to strong STABs that compliment its ability (eg Close Combat with Tough Claws or Huge Power), boosting moves (ie Dragon Dance, Tail Glow, Shell Smash) and a good stat distribution to whatever is not powered up by its ability (eg if Huge Power boosts attack, more stats should go to defensive stats and speed) then you should have something good right there.

You'd have to dump at least 220 points into a combination of HP and Speed for bulk and speed, with decent 80/80 defenses.
That would leave 70/70 Atk and Sp.Atk, which would be fixed with a gimmick item ala Thick Club or Soul Dew that gives +2 to both attacks.

Soul Dew boosts Special Attack and Special Defense, not both attacks. And it got nerfed to just a 20% boost, from 50%.
