How would weather ball even work with the gimmick? I designed it so that it can set any weather it want and attack at the same time. Nothing stopping you from using weather ball though.

Literally just make his ability change his form and act like Swiftswim/Chlorophyll etc in all weathers. That way he fills a niche as a weather team dedicated sweeper that can fit into any weather teams. Preferably rain though since he gets Hurricane and Thunder.
