Considering there isn't a tactical nuke hacked in the first 5 seconds of every game of COD. I'd say that PSN got way fucking better when they went pay-to-play.
Also, they have to show signs of improvement for people to buy their service. And since they're trying to follow the Microsoft model of online play, it's not a stretch to say there's going to be improvement
