The title is "Haruka shading reference".
The text pointing to her chest on the left says "ムネカゲこれくらいで" which means "about this much chest shading".
The text pointing to her chest on the right says "カゲつけすぎムネが大きく見えないように", which I think means that there's "too much shading added so you can't see her chest".
The text underneath each drawing says "correct amount of chest shading" and "wrong amount of chest shading", respectively.

so basically May/Haruka was never meant to be a mega milk, AG fucked up hard by being lazy with the consistency and intent, this in turn inspired a generation of hoennshitters to draw her with LOOK AT THOSE BOOBS, and the DP arc "fixed" this.

As I said, I think the AG animators were just excited to draw a main girl with breasts after Misty. Its easy to forget May was only the second main girl of the anime, back then they had been drawing Misty for 5 years and suddenly they got a chance to draw a girl with breasts.
