Can some one tell me what I'm looking at? Are these all currently considered OU by smogon? If so why is it when I check the smogon dex under SM I find some from this list unde UU BL and what not? Where's the consistency? What am I missing?

That's viability rankings (and outdated ones at that)

Basically, this is a ranking of how good the Pokemon are in the tier, with S Rank being the best Pokemon in the tier

tiers are determined by usage, viability by objective features like stats, movepool, ability, typing...typically these are in step w one another (Lando-T and Lele are ubiquitous in the tier RN and also S rank) but sometimes not (ZardY is BL, Zydog is UU, and Torn-T is RU, but all are A-)

Basically this. Those pokemon aren't necessarily OU. Stuff that isn't OU by usage can still fulfil a viable niche.

Fly isn't that bad, but the point is you get a one-time use of a fucking nuke that doesn't even need to charge like Fly does. It can help you break through mons like Tapu Fini and Mega Sableye that would otherwise bring Salamence to a halt.
