Probably not since they're not going to do megas again.

Serperior is the best non-Mega Grass starter. With M-Venusaur it still manages to be second best, edging out M-Sceptile because of Mega mechanics and splashability.

Without counting megas, serp already did it. With megas, you're right. Current grass starter power rankings are
1) Mega Venu
2) Serp
3) Mega Scept
4) Decidueye
5) Chesnaught
6) Venu (just because it's so weather reliant, and sun is the 2nd worst weather)
7) Either scept or tort, leaning towards tort
8) The other one, probably scept
9) Meganium

I don't think so. Venusaur's been in OU since gen 5, and with an amazing mega, it doesn't look like it'll be leaving any time soon.

Serperior beats it out to me by virtue of not needing a Mega. Really the only thing that would help it is a secondary typing like electric or Dragon. Imagine having Contrary Draco Meteor, or access to volt switch.
Starters will never get secondary types if they don't get them in their gen though, so I'm just hoping for a grass/dragon mega that still has Contrary, but I'm not expecting it.

Venusaur was OU in gen 5 due to chlorophyll and eternal weather wars. Much different utility than gens 6-7. You're right, he's the only starter (I think) that has been OU 3 continuous gens. Maybe infernape?
