Phione would probably be the hardest to notice. It would literally only be noticed by people going for a living dex. If the breeding Manaphy feature was removed rather than removing Phione from the code entirely, it simply might not get noticed at all, since everyone would just port it up from past gens. Nobody will actually breed Manaphy for Phione in Gen 8.
