Replace bulldoze with Earthquake, Dragon Claw with Outrage and Steel Wing for U-Turn. Give it a Choice Scarf.

Steel Wing won't outdamage STAB earthquake against fairies unless you face a Togekiss and even then Togekiss is a red flag for any Ground/Dragon. U-Turn is so you can pivot after scaring someone and for general momentum. Earthquake is superior to Bulldoze in every way and it's a physical move. Replacing Dragon Claw with Outrage is optional, the difference in BP is very drastic and it will definitely net you more KOs but being locked into the move specially against fairies can doom it.

The last 6 should be in defense or special defense since you want an odd hp number for switching into stealth rocks.

Steel Wing's base power is 70 if you hit a fairy with it it'd be 140, your Earthquake plus STAB would have 150 base power, even against Diancie who is x4 weak to steel your Earthquake will deal more damage. Like I mentioned earlier Togekiss would be the only fairy you'd hit for a decent amount of damage with Steel Wing and even then Stone Edge would be a better option to deal with it.
Fire Punch is for Ferrothorn/Scizor/Bulu, you can also run flamethrower/fire blast which would target their weaker special defense but it's up to you.
