No, Gen 1 had hit or miss designs, same with Gen 2. It's just that the really good designs, like pic related, just really happen to stand out really because of it.

Although I can safety say that Gen 2 has the best designed legendaries in my opinion. Not a single one I dislike.

Gen one and two had the most simple designs. Everything afterwards ends up having more complex features than most of them.
However i do like the originality of the pokemon in eariler gens. Nowadays everything tries to copy them or rehash them.
