Definitely buff it's stats. If they won't remove Light Ball, at least buff it's HP and Speed, if not also his defenses. Though with how important hold items are, I honestly don't think a few extra points in the offensive stats would be that bad.

Give it the scyther treatment where it's stat total is equal to Raichu's, but the stats themselves are different, having it play a different role from Raichu

Light Ball also gives +25% Def/SpDef/Speed, can't be knocked off, and upgrades both Volt Tackle and Thunderbolt into the signature Pikachu Z-Moves.
