A Pokemon being on 30%+ of all teams doesn't make it broken. The name of the tier itself is "Over Used". There being Pokemon having high usage is how it should be.

Landorus-I isn't extremely broken or overcentralising. Fast HP Ice users, water spammers, and physical walls exist for far more mons than just this thing.

It fits a lot of roles in one mon. Bulky pivot, rocker, ground immune, etc. And that's just one set. It literally does the job of 2-3 mons so you have more freedom with the rest of your team. He fits in well in a lot of teams whether they're offensive or bulky teams

That's why they say he promotes a healthy meta because depending on what you want him to do, he does it well giving you freedom with your other 5 mons
