Find a wild poliwag, use adrenaline orb and false swipe so it is more likely to call for help. keep chaining the poliwag that keep appearing until one with swift swim appears

Poliwag's Hidden Ability is Swift Swim. Unless one of the Poliwags you're breeding with, preferably the mother, has Swift Swim, none of the babies will.

To get a Poliwag with Swift Swim, you need to SOS chain until you get one with that ability. This means encountering a wild Poliwag and having it call for help until a Swift Swim Poliwag shows up.

There are guides on breeding and SOS chaining that I'm sure you can Google.
