You'll need a computer at some point. If you get CFW set up on your 3DS by borrowing someone's computer (or going to a public library and using one there), then you can install PKSM on your 3DS and you won't need a computer to inject anymore

No idea what that is in US bucks, but I'd suspect still way under a hundred.
