Because physical electric moves barely exist.
Because you lose to Ground types even with Sturdy so you mind as well use Galvanize for strong electric moves. Magnet Pull is ok too.

I think the implication is that Golem is better off trying to deal a ton of damage than it is trying to tank attacks and last a while in battle.
And Galvanize Explosion/Return/Giga Impact does a FUCKTON of damage, so since Golem's going to be destroyed easily by any of its numerous weaknesses, you may as well give it Focus Sash and just STAB Electric + -ize boost explode.
To be fair, thats how most Rock types should be played anyway; like Ice, they're given defensive stats, abilities, and moves constantly, but their types are way better for attacking.
