I'm pretty sure Struggle only deals damage based off of your opponent's health in Gen III, so he could just cheese this with buying Hyper Potions ad infinitum. If there's only finding items this could be really neat.

gen 3 struggle is just a standard 50 BP recoil attack. its most interesting properties are that it ignores the type chart and STAB. the recoil is 1/4 the damage inflicted so it'll be able to chew a good amount of it.

You should just hack it 99 ethers, but charge yourself 5000p for each use.
