It was much better in Gen 5. Draco Meteor was 10 more power and it didn't have a 4x weakness.
It's still very good, but it's got a terrible speed tier and its attacking stats are too mixed. It really should have 2 less HP 2 more speed, 10 less Atk and 10 more SpA would make it amazing.

102 is a magic number. Base 100 is about as high as speed stats for things that aren't pure speed go. Anything faster than Chomp either has paper defenses, or negative offensive presence, or has mediocre both. On the other hand. This means that most anything that would threaten Chomp has to survive getting hit by chomp, possibly twice if it is switched in.
The rest of Chomp's BST means that it isn't weak or squishy. It's bulk isn't stellar, but it is adequate enough that the only thing faster than Chomp that Chomp really needs to worry about is Weavile.
Chomp's Speed is also great in that with a scarf, it generally outspeeds all mons who would generally run a scarf over a band or specs, similarly outspeeds things at +1 speed (DDance Mega Zard/Salamence, ect), and even stands a decent chance of outrunning a lot of pokemon who would even need to buff to +2 speed.
TL;DR: Garchomp is JUST faster than anything that isn't just a ball of speed.

Rough Skin is decent. It's nothing fancy, but it gently discourages physical attackers, and can finish off something on death's door. Combined with a helmet (not an ideal set, but it is done) and contact with Garchomp turns very painful, to the point that an NVE hit, or priority move will probably hurt the attacker more than Garchomp.

Second, it speaks to a greater viability of the Pokemon. Most pokemon have only one or two sets, because they are relying on one overpowered gimmick to be viable. If you don't play up that gimmick, the Pokemon is RU trash. Look what happened to Talonflame when it lost its one trick. Garchomp's only gimmick is its BST, which means Fuck You, he's faster than you, tougher than you, hits harder than you, and is running a support movepool because you really weren't expecting that.

Watch GF give Garchomp a new Mega called Mega Garchomp S in the Diamond and Pearl remakes, it will be speed focused and shift it's Attack with Special Attack and boost it from there.
