That's pretty much exactly how Lugia was made, too. Shuudo went to Gamefreak because he wanted something more special for his movie than the three legendary birds, so they put together Lugia for him. I believe those are the only two examples of Pokemon being made specifically for the anime, though. (although I'd be amazed if Keldeo: Resolute form wasn't a similar case, given how damn pointless it is)

Well, yeah. There's some trainer called "Ash" which obtained a Lv.5 Froakie in Lumiose City in Kalos region. This Froakie evolved in Frogadier and finally in Greninja, but can "evolve" even more with a form change similar to Megaevolution possible for some Greninjas.

This trainer isn't the main protagonist of the anime, though, just like there's some trainer with a black Mega-Charizard who met Rayquaza with Steven Stone in the megaevolution timeline, but this trainer isn't the Kalos League Champion of the anime, Alan.
