My guess is Ninetales is kind of meant to be able to wield Psychic/Ghost abilities and in the anime had a few episodes where it's associated with Shinto shrines/folkloric stuff. So whereas they went all the way with Arcanine and its species is identified as a "Legendary Pokemon", Ninetales is a slightly different take where in and of itself it's the stuff of legends.

I vaguely remember as a young child playing gen 1&2 half the time I would see the start and end of the name and just sort of half ass whatever was in the middle. The one example I can actually remember was instead of "chikorita" I would say/think "chi-kot-ri-ka"
