sadly its just scizor's main weakness.
If you send scizor against a pokemon that it can resist but you're scared of hiiden power, try switching to something that resists fire just to scout if they are packing a fire move

EVs mostly in hp and attack or defense, depending on how balk you want.
It's a super simple to use, the fact that everything that can carry even weak fire coverage, will carry fire coverage is a testament of how good scizor and ferrothorn really are.
