It gets decent-ish shit like Megahorn, Iron Tail or Poison Jab, and you should teach it Flare Blitz instead of Flamethrower to go with a fully physical build.
Empoleon was really good back in 4th gen, but you should go with a fully special build. Try Grass Knot while keeping Ice Beam, but you should definitely drop Surf since it hits your teammate, try Hydro Pump instead. Fourth moveslot will be mostly filler, try Protect.
I have no idea how to fix Honchkrow.
