I thought the Game Grumps would be more well-known for their rather infamous current playthrough of Sun, but I guess I was wrong.

I'm assuming higher stabalizer does some sort of smothing to the drawing path? I've only ever used photoshop with no smoothing tool. I've just had to rely on drawing smooth lines by hand

Photoshop doesn't like working with me sometimes but I think overall the lines are smoother on PS without the need of a stabilizer.
For whatever reason SAI set at 0 makes the curves look blocky I guess, while 9 makes a more accurate smooth curve without being painfully slow like anything past 13+

That looks like the softwares fault it looks blocky. I'm guessing sai updates the pointer position slowly and puts a straight line segment between the points. All the stabalizer looks like it's doing is changing the straight line into a bezier curve.

I just got home to experiment, I see the same thing happening in MS paint that what you have on the left. Photoshop doesn't do that at all, you can also change the brush spacing to make it as "smooth" as you like in PS

It's called smoothing, you can turn it off in PS in the brush control panel. Basically, the mouse/tablet have a set sampling frequency that can change depending on the hardware and driver. This means the program gets the mouse/pen position X times per second. To make a line out of those positions, you can either just draw a line between them (what you see in Paint or PS w/o smoothing) or try to create a curve by using Bezier splines or something similar.
