Yes it is, you won't be using EQ on a grass type anyway. (Even if it switches out there's still enough coverage with the other moves) and I doubt you will be breaking that many sashes with Bonemerang.

Bonemerang is preferable because its power isn't cut in half by Grassy Terrain
Toxapex laughs off Earthquakes in Grassy Terrain, but Bonemerang hits it hard

More times than not Toxapex won't have Grassy Terrain on the field to save it. Earthquake is better in that situation. And even if GT is on the field, Shadow Bone or Knock Off still punishes it enough.
