It's more the fear of Z-moves that cause such a prediction to happen in the first place. Before Z-Moves Reshiram couldn't do anything to Water types, but now it can cause a 50/50 prediction with Bloom Doom. Switching in a Water type is a lot more risky now, and until an item is revealed you don't know if Reshiram has the Bloom Doom or not.
