They're not the only composers in the series. There are other people like Hitomi Sato and Minako Adachi. Most of the music in SM were done by Hitomi Sato especially with the dungeon and route themes. Go Ichinose barely composed anything this time.

Minako Adachi pretty much took the lead this time around which contributes a lot to the OST's aesthetic. She's the composer who introduced the idea of making the OST more cohesive and connected by relying on motifs to evoke certain feelings or characters (e.g. Wally's theme and battle theme in ORAS, shared elements of all the Aether Foundation themes, characters having main themes with similar battle themes). It doesn't seem super revolutionary but somehow it didn't really happen in Pokemon until Adachi came along, and it wasn't fully perfected in Pokemon until she got to play a larger role.
