Trying to work out a fire/ice pseudolegendary based on tragedy/comedy masks. First one is fire/ice but has protean and only fire or ice moves, so it's like the two personalities are warring and only one is in control at a time. The second one gets levitate instead and can use more moves, so they're cooperating some. Maybe final form has some sort of signature move when it evos, 50 power, hits twice, first hit is fire-type and can freeze, second hit is ice-type and can burn, to signify how they're fully cooperating now. Thoughts?

The design is quite interesting! However it feels a bit like it's got a bit of a "just gets bigger" syndrome. You've got some strong ideas but I feel there's more that you can do with it. The first stage is perfect, maybe as it evolves it becomes more physically solid till at the third stage it's got a full body?

Previous iteration of third stage had more of a body, but there's a lot going on with it design-wise and it wound up too detailed. I thought the heart-shaped sconce body was a better approach. I do agree that the evolutions just get bigger and that's a problem. I was actually thinking of going the other way from your suggestion, where it starts out more solid and then evolves to be more floaty. Like, change the first one to an actual creature with distinct limbs and heads.

But, as it stands now, you're saying the first stage is the stronger design?

Oh wow, cool. Yeah that's definitely a bit complicated for a Pokemon but that's a really cool monster design. Going from physical to ethereal could work too. A stronger divide between two sides in the first stage would help the concept. And the final stage could have steam to enforce the ethereal nature of the final stage.
