This. And even if Nintendo did actually only hold a minority share, they almost certainly have a contractual right of first refusal or other mechanism to block a sale to a competitor.

Nintendo owns a controlling stake in Creatures, and part of Game Freak I believe.
Even if for some reason GF left Nintendo, they wouldn't be able to do a Pokémon game on their own because Nintendo wholly owns the trademarks.

Game Freak owns 34% of Pokemon.

Nintendo and Creatures both own 33%.

Nintendo owns 53% of Game Freak, and 100% of Creatures.

On paper, the ownership of the franchise is split between the three, but in reality, since Nintendo owns significant portions (or the entirety) of the other two companies, they have complete ownership of Pokemon.
