Not just upside down, but upside down at least level 30. Topsy Turvy is learned at level 15 on Inkay, and I don't recall any NPC dialog ever hinting at how it evolves.

Fuck, I think they should retcon Voltorb to also evolve when the 3DS is upside down.

I'll be honest, I had no idea how to evolve Mantyke when DP first came out. I like when they do clever evolution methods, but sometimes they can be kind of obtuse.

There was also Pancham.
In Gen 1, I recall they explicitly told you that certain Pokemon evolved certain ways, and you knew all the ways there were to evolve something: some level up, some require stones, and others require trading.
For some reason, not in this one.
