This is Windyfuk, the windmill pokemon.

It's a Flying/Fighting type that can spin its face and arms to deliver a quick series of punches and chopping attacks, as well as granting it the ability to fly. It has a gun for Bullet Punch.

It's ability is that punching attacks do only 25% of their regular damage, but are guaranteed to hit 4 times. He's great at breaking subs and sashes.

I think your ability is a legit as hell idea though, splitting regular attacks into parts is a sweet niche.

Personally I think a slight damage buff would be fine, but that depends on the Attack stat of the pokemon being assigned this ability. The greater the attack stat the less of a damage buff the ability would have. Each punch dealing 30-40% would be reasonable.

Give the pokemon high speed, (110-130,) and decent attack, (90-120,) and it's good to go.
