There are still hundreds of them. May, Wally, Silver, Barry, Hau, literally all of the NPC you meet in Victory Road. It's not easy to become a Champion.

In SM the youngster on the first route can challenge you for the champion title, the Alola E4 lost to a 6-8 year old boy I'm sure anyone can tough it out and become a champ.

People who think Lillie will be champion couldn't be assed to pay attention to the story. She's going to Kanto for her mother, not because she wants to be the best.
