Z hypnosis is a 50/50 and it also dies to literally every scarf user. It's a massive gimmickmon, even when it runs scarf it loses the ability to tail glow and hypnosis. When it runs electrium its too slow and a non-scarf user can even take it out.

This is why it's not banned.
Since your main complaint is about hypnosis, use a bulky dark type and setup on it. you know it's about to fucking tail glow so you can either taunt, lightscreen or prepare for the switch into whatever. There are PLENTY of counters to it.

He's right, though. Status moves ignore type immunity. Toxic fails on Steel types because Steel is also immune to the Poison status effect, but Gastro Acid works just fine on them. Thunder Wave is the exception not the rule.
