No, cause that's an awful idea. You either fuck up the levelscaling trying to get everything wrapped in 100 levels or lower; you are forced to raise the levelcap beyond 100, while technically possible, makes it hard to balance the game out - especially the game is as long as multiple regions; or you force the player to start over in each new region, meaning you might aswell play every game in succession.
Not to mention how would you incorporate postgame sidequests - do you unlock the paths prior to completing the league? Do you just cut all of it out?When will you go to the next region? Right after finishing league, so basically literally no postgame? Do you put every region as postgame content, ala Kanto in G/S/C, letting the player decide the order? How would you balance that?

No. I love the GBA and the ROM Hacks that were made for its games, but there's a limit to what you can do with 16/32MB. Glazed is the best example, iirc it had 2 full regions and the 3rd one which had 4 gyms, as mentioned by the last island's NPCs was on the edge of the ROM's file.

Memory expansions are a thing, anon.
That said, such a ROM hack is possible but not very practical due to level scaling in so many regions unless you make your game devoid of battles. So people generally don't bother going over 2 regions.

I'm gonna break it down to you, many of the regions are done in different formats and different engines, if you want all the regions made for Sun & Moon, you would need to make ALL OF THEM FROM SCRATCH because none of the old worldmaps are compatible with the latest engine, and many of them are not compatible with each other for the same reason of engine differences.
