Shiny rate is high as fuck ever since XY.

I got a shiny Nincada, Zubat, Wailmer, Tentacool and Zigzagoon all before reaching the E4 in ORAS.

I went all game without seeing one and have encountered thuosands of pokemon and bred hundreds. I now have the shiny charm and still haven't seen 1. Meanwhile my roommate got a shiny eevee from the egg the NPC gives you, found a shiny fletchinder, got a shiny ditto from a chain that has 4 IVs, a shiny trapinch, and a shiny magikarp. He doesn't have the shiny charm.
