I agree OP. Hugh is great. Definitely has the best rival theme too. I also liked how he was the first "edgy" rival who wasn't actually a dick to you.

Silver is probably the best rival.

Is a dick for a reason, unlike blue who is your best friend but also the biggest industrial cock inhaler in town for some reason.

Back story thats deeper then pretty much every other rival except blue maybe. Though that's not saying much.

Has a fully developed character arc where he learns from his mistakes and stops being a little shit unlike alot of rivals who act the same throughout the whole game.

Only downside is his team. Only ones I remember is starter and sneasel.

Some may point out that I made no comparisons to the rivals from gen 3 and up.

Well that's because they are so shit that they can hardly count as rivals.
