They don't want you to play completely blind at all, they want rumors about rare Pokemon to spread and for kids to have Pokemon other kids have never seen despite having finished the game.
They used an example where back in Red/Blue you'd have loads of kids playing through Veridian Forest, but only a few saw or caught a Pikachu, which made it feel special.

They see Pokemon as a communication tool more than an RPG.

I'd love for it to be more fleshed out. For example, you could get a low level mandibuzz as a rare encounter for harassing cubone. A-grimer or muck from trubbish or garbodor, or dhelmise from wailord. Heck, they could have a long chain. Magikarp calls gyrados help to wishiwashi school to wailmer calls wailord for help to dhelmise. This is so long as they make an easier method as well. I just like the world building it adds. Not so much the hastle. Hordes were nice as well, but I feel that it doesn't feel as accurate in certain situations. One heatmore and four durant, sure, but an individual predator finding one struggling prey has its own charm to it. Same with allies.
Shame the only other one we got was sableye and carbink.

Toxapex works best as a defensive pivot, switching in to take a hit, either spread status, hazards, or haze away stat boosts, and get out. Regenerator compliments this greatly.
Merciless is a good ability, just not a good ability for Toxapex. Its offenses are too low to really make use of it.
