The official tournaments allow legendaries as well, you know. The same ones being discussed here, the ones like the Tapus, various trios, Latis, Ultra Beasts, everything other than box legends/other mewtwo equivalents.
There are something like...three mewtwo equivalents that Smogon didn't kick into Ubers, and that's because they kind of suck. Two of them are Kyurem, the other is non powerconstruct Zygarde.
The big difference is that Smogon allows the event legends to actually be used (assuming they aren't too strong, at which point they get kicked to Ubers), while VGC just says no, they're only for looking at, not using. Note that the event legendaries have the same stat total as Dragonite, Tyranitar, Metagross, Salamence, and all of the other pseudos.

While yeah, they fuck up a lot of things, just banning shit solely Because Legendary isn't one of them, I don't think. People like all kinds of pokemon, and while I'm not too fond of most legendaries myself, there's no sense outright disallowing them just because of that if they aren't actually that big of a problem.
