When are they going to give Samurott Shell Smash? Its the worst Water Starter competitively(Primiarina ensures it's never touching UU) and Gamefreak continuously shits out good Water types.

Never. Based on the other Pokemon that get it Samurott is likely never going to get it. Even Pupitar and Shelgon have a higher chance of getting it.
