Also, Omastar was the first Rock-type special attacker, it just got no Rock moves to use its 115 SpA on except for Ancientpower.

Vacuum wave is weird lorewise because it's not casting a spell of fighting energy like focus blast and aura sphere, it's punching so hard that it displaces the air and shoots a wind blast.
It's a very physical motion that happens to have a special result.

But honestly diamond storm is a base 100 move on a Pokémon without lo.

150 after stab vs 120 after stab, Diancie has mixed offenses and diamond storm is so fucking good at destroying Chansey it's hard to consider power gem a viable alternative.

Seriously, you have to be some kind of autist to not invest on primarily physical or plain mixed Diancie and instead go for full spatk Diancie just to have power gem, Moonblast, earth power and hp fire.

GF's logic is that Rock is a less accurate Ground type that hits Flying types.

What they should do is make more Rock moves like Head Smash, i.e. stronger than other types' comparable moves, but less accurate and with no/detrimental side-effects. Basically, make Rock the Barbarian class of the game, instead of a poor man's Steel.
