That's always been my headcanon.
It seems like raising 6 pokemon of different types is something really hard for most people to do in-universe.

Maybe every one in a million children is born with some weird carrier pokerus like virus that goes to their pokemon to make them level crazy fast.

At least that's how I justify having higher level mons than "veterans".

This has to be it considering how you beat every trainer you come across and it doesn't seem like the elite fours gets tons of challengers. And most trainers don't even have a lot of pokemon or evolved pokemon.

Plus most adults train pokemon as a hobby rather than being a full-time pokemon trainer. It's just something they do for fun so it's not really surprising they'd be beaten by someone who's doing it seriously, regardless of how young they are.

Most of the adult trainers are just normal people with some pets, not dedicated trainers.
