Yeah, that would've been really devastating on any other type save maybe Bug. As it stands it's still really good, just not game-breakingly so like Lele.

Play Rough being the only physical fairy move is the thing that is singlehandedly keeping Fairy balanced.

No. Play Rough is good enough that it being the only physical Fairy move does not keep the type from being broken as fuck. Koko and Bulu are strong enough with 0 physical Fairy-type moves, after all, and Bulu in particular doesn't really need it because of how fuckstrong its Wood Hammer is.
