That's the one thing I hate about stone evolutions. Some idiot thought it was a good idea not to allow them to learn moves as they level up.

Pikachu learning Thunderbolt so late is ridiculous, too. It's not like Pikachu and Raichu are so powerful that they'd break the game if they learned a good move early on.
