This was made by the same people who make the regular anime. Proof of that is how the dialogue and animation were clearly done with the japanese dub in mind, and the concept art had notes written in japanese. Also the japanese videos even list the staff who worked on the episodes.

It was probably just made by a request from TPCi, like that special made for the 10th anniversary (the one with the Mirage Pokémon), that's why the english version was released first.

For the first point in the Litten part I also add that some later trailers (like the one with the CGI Solgaleo and Lunala running) when showcasing the starters rather than going in the regular Grass-Fire-Water order they show Litten first.

Litten and Torracat are vastly superior to Rowlet and Dartrix, but the moment the final evolution comes it does a 180. Decidueye is actually pretty badass while Incineroar ends up being a Barafag and Furryfag bait.

Trans seal is trash in all of its phases though.
