Yep, the stupid seismic toss wishpass set isn't hurt at all. The Power-up Punch sweeping sets are weaker now, but honestly having it's damage reduced by 1/6th isn't a huge nerf.

One of their primary goals is to make it reasonably easy for new players to start VGC. A lot of random gen 3 events / Gale of Darkness mons / old tutors would be competitively relevant if allowed, forcing new players to either hack or fuck off.

That's true, but they could fix it by just re-releasing them.
Many of the regular tutor moves could be added as egg moves or 3rd game tutor moves. XD could be rereleased in some capacity.
The relevant tutor moves could basically be counted on one hand.
