It has no power whatsoever but it's got a pretty obnoxious movepool with Fake Out, Taunt, and Parting Shot and its ability makes it as physically bulky as Skarmory.

This, it's a pretty boring design in all honesty, but then again regular Persian is also boring. Both Meowth forms are better designed than their evolutions.

Since Persian already has Fur Coat, does it want Def or SpDef?

I hate that technician persian sucks, and you need to breed foul play onto fur coat persian for it to be any good. Foul play should be a level up move. Too much hassle for an in game playthrough to fuck around with egg moves.

It's not awful. It's actually pretty terrific being one of the few Z-Parting Shot mons (which is an extremely valuable move to have), and the only good one with Dark STAB to support Darkinium Z anyway. Pangoro is really shit and Alolan Persian fits the fast defensive role convenient to getting the Z-Parting Shot off assuredly, so it's generally the best at it.
