The only reason Gastly, Wooper, and Shroomish can learn punching moves is for this very reason. If those Pokemon didn't evolve, or evolved into another Pokemon with no hands, they wouldn't be able to know those punching moves.

Gamefreak wanted those moves to be accessible through breeding for some reason, but this completely explains why Minior can't learn Meteor Mash.
