I mean... the Whiscash boat is in there twice, too--I don't think there's much deeper meaning to take away from concept art.

Along with the boat structures, the trees and the choice of music, this area feels like a love letter to the Mystery Dungeon games.

Not fully realized, but the Pokemon Centers in Ecruteak and Violet Cities in HGSS had a deeper color of red paint to reflect the atmosphere.

Also, up until Gen V, all gyms looked the same from the outside, so who knows.
