The first battle is just a test as part of the trial rather than him battling you for real, and Smeargle was used because it can be tailored to have the advantage against your starter.

Gumshoos is his signature. I can't think of any situations where the Pokemon with the z-crystal isn't.

If I had to guess, Illma and Mina both originally had trials on Melemele, but they felt it was too much for the first island and cut one (Mina's trial was probably the Pokefinder trial from the demo, except with normal types in place of the dragons). Since they wanted to keep the school stuff and the Gumshoos totem, Mina got cut and Illma ended up with the normal types.

That would also explain why Ryuki exists. They probably didn't want to cut Mina completely, so they kicked him out of the last trial in favor of her.

What about Lorelei?

Both her Jynx and Lapras are always the highest leveled Pokémon in her party.

Then Ilima, the Fairy captain, would have the second trial in Verdant Cavern with totem Ribombee, giving you the Fairium Z to help against Hala.

Ilima and Mina swap theory makes also sense seeing what the designs of captains are based on. Mina's hair is the more common and realistic, is a regular blonde hair, but Ilima's hair is pink and fancy like fairies
